Confessions of a Recovering Engineer: Transportation for a Strong Town

For most people, roads are simply roads.
They are pieces of infrastructure that move cars from one place to another. If traffic flows smoothly, travel times are short, and congestion is minimized, most citizens assume the transportation system is functioning as intended. Few stop to consider that the design of a road may influence the financial health of a city, the viability of local businesses, the safety of pedestrians, the character of neighborhoods, or even the long-term prosperity of an entire community.
In Confessions of a Recovering Engineer: Transportation for a Strong Town, Charles L. Marohn Jr. invites readers to reconsider these assumptions. Drawing on his experience as a professional engineer, Marohn argues that many of the transportation practices that have shaped North American communities since the Second World War were developed to solve a narrow set of problems—moving automobiles quickly and efficiently—but have often produced unintended consequences that undermine the very places they were intended to serve.
Part memoir, part professional critique, and part civic manifesto, the book traces Marohn's own intellectual journey from conventional transportation engineer to one of the leading critics of modern suburban development patterns. The result is less an attack on engineering than a call for engineers, planners, and elected officials to think more carefully about the relationship between transportation investments and the communities they affect.
The book begins with a simple but unsettling observation. Much of the transportation infrastructure built across North America during the twentieth century was designed according to standards that prioritize vehicle speed and traffic volume above nearly every other consideration. Engineers became highly skilled at measuring traffic flows, calculating vehicle capacities, and designing roadways to move increasing numbers of automobiles.
In many cases, these efforts succeeded exactly as intended.
Roads became wider. Intersections became larger. Travel speeds increased. Regional mobility improved.
Yet as Marohn asks readers to look more closely, a troubling pattern emerges. Many communities that followed this model experienced declining downtowns, increased infrastructure costs, diminished walkability, greater dependence on automobiles, and rising financial burdens associated with maintaining ever-expanding transportation networks.
The question at the heart of the book is not whether engineers did their jobs correctly. The question is whether the objectives themselves were too narrowly defined.
Marohn's critique centers on a type of roadway that has become common throughout North America: what he calls the "stroad."
A stroad is neither a street nor a road, but an expensive and often dangerous hybrid of the two.
Traditionally, roads and streets served different functions. Roads connected places. Their purpose was mobility. Streets, by contrast, were destinations. They were places where people lived, shopped, worked, and interacted. Streets supported economic and social activity.
Modern transportation engineering frequently combines these two functions into a single corridor. The result is a roadway lined with businesses, driveways, parking lots, traffic signals, and turning movements while simultaneously attempting to move large volumes of traffic at relatively high speeds.
According to Marohn, this combination performs both functions poorly.
The corridor is too congested and interrupted to function efficiently as a road, yet too fast and hostile to function successfully as a street. The result is often an environment that is expensive to build, expensive to maintain, dangerous for pedestrians, and less economically productive than traditional urban development patterns.
What makes the argument compelling is that Marohn does not rely solely on theory. Throughout the book he asks readers to observe the places they already know. The familiar commercial corridor lined with chain stores, wide travel lanes, expansive parking lots, and multiple driveways becomes a case study in unintended consequences. These corridors may appear economically successful because they contain significant commercial activity, but they often require enormous public investment in roads, utilities, drainage systems, and traffic management infrastructure.
The question, once again, is whether the return justifies the investment.
This concern leads directly to one of the book's most important themes: the relationship between transportation infrastructure and municipal finances.
Marohn argues that transportation decisions are rarely evaluated through the lens of long-term financial productivity. Projects are frequently justified based on traffic forecasts, congestion reduction, or vehicle throughput. Yet communities seldom ask whether the resulting pattern of development generates enough long-term value to support the infrastructure being built.
A wider road may move more vehicles. A new interchange may reduce travel times. A larger arterial may accommodate future growth.
But will the development served by that infrastructure generate sufficient economic value to maintain and eventually replace it?
This question echoes throughout the book and connects transportation engineering directly to the broader fiscal challenges confronting many municipalities. Infrastructure is not free. Every lane mile of pavement, every traffic signal, every bridge, and every intersection represents a long-term obligation. Communities inherit not only the benefits of these investments but also the responsibility to maintain them for decades into the future.
The narrative becomes particularly powerful when Marohn describes the professional culture within engineering itself.
The "recovering engineer" of the title is not recovering from engineering, but from an unquestioning acceptance of assumptions that often go unchallenged. Engineers are trained to solve technical problems. They are rewarded for producing measurable outcomes. They follow standards developed through decades of professional practice.
Yet those standards are frequently treated as objective truths rather than policy choices.
Marohn argues that many engineering decisions are presented as matters of technical necessity when they are, in fact, choices involving tradeoffs among competing community values. Wider lanes may improve vehicle comfort at higher speeds, but they can also increase crossing distances for pedestrians. Larger intersections may improve traffic flow, but they can diminish the walkability and economic vitality of surrounding areas. Faster traffic may reduce travel times, but it can also make a place less attractive as a destination.
The central insight is that transportation systems are not merely engineering systems. They are civic systems.
Every design decision reflects assumptions about what a community values. Every roadway embodies choices about safety, mobility, economic development, public finance, and quality of life.
One of the book's most constructive contributions is its emphasis on incrementalism.
Rather than advocating massive transportation overhauls, Marohn encourages communities to adopt a process of small, low-risk experimentation. Instead of spending millions of dollars on projects justified by long-range forecasts, cities can test ideas at modest scale, observe results, and adapt accordingly.
This approach reflects a broader philosophy that runs throughout Marohn's work. Strong communities are not typically built through comprehensive master plans implemented all at once. They evolve incrementally through continuous adaptation, feedback, and reinvestment. Small successes can be expanded. Failures can be corrected before they become expensive.
In this sense, the book offers an alternative not only to conventional transportation engineering but also to conventional approaches to public investment.
Perhaps the most important contribution of Confessions of a Recovering Engineer is that it reframes transportation from a question of traffic management to a question of community building.
The goal of a transportation system is not simply to move cars efficiently. The goal is to support prosperous, resilient, and financially sustainable places. Mobility matters, but mobility is a means rather than an end. The ultimate measure of success is not how quickly vehicles pass through a community but whether the community itself becomes stronger.
The book's path forward follows naturally from this insight. Communities should begin by asking what kind of place they want to create and only then determine what transportation investments best support that vision. Existing downtowns, neighborhood commercial districts, and established urban areas often possess enormous value because they already contain the infrastructure, businesses, public spaces, and social networks that support community life. Investments that strengthen these places frequently generate greater long-term returns than projects that simply expand capacity on the urban fringe.
This does not mean abandoning transportation improvements. It means evaluating them through a broader lens. The relevant question is not merely whether a project moves traffic more efficiently. The question is whether it creates enough economic, social, and fiscal value to justify its costs.
By the end of the book, readers may find themselves looking differently at the roads they travel every day. What once appeared to be neutral pieces of infrastructure begin to reveal themselves as expressions of public priorities and long-term financial commitments. Intersections, lane widths, parking requirements, and traffic volumes become part of a larger story about how communities grow, how public money is spent, and what kinds of places are being created for future generations.
Marohn's achievement is not to convince readers that engineers are wrong. It is to persuade them that engineering alone cannot answer the most important questions facing cities. Those questions are ultimately civic, economic, and cultural. Once readers understand that distinction, it becomes difficult to view transportation planning as merely a technical exercise ever again.
